This article presents the design of interactive maps as a tool for observatories, based on the experience developed within the Boyacá Cultural Observatory and the Interactive Center for History, Heritage and Culture (CIHPC). The proposal is grounded in the use of open technologies such as Leaflet.js, GeoJSON, and OpenStreetMap, which enable the construction of rapid, sustainable, and replicable prototypes. The methodology was structured in four phases: tool selection, data preparation, prototype design, and validation. The results highlight the representation of 123 municipalities, the integration of dynamic filters, and functionality in low-connectivity environments. Furthermore, the study emphasizes the usefulness of interactive maps for cultural planning, heritage education, and the social appropriation of knowledge. It is concluded that the open approach strengthens transparency and participation and projects its integration with international indicators such as those proposed by UNESCO in the Culture|2030 framework.
