Formulation of a proposal for socioeconomic strengthening through a strategic project management plan: case study of the ethnic sena in the municipality of Pueblo Rico, Risaralda

This paper analyzes the evolution of the training processes in young people and adults in the Department of Risaralda, in response to socioeconomic dynamics and the needs of the productive sector. This transformation has been driven by government programs that seek to improve employability, entrepreneurship, and labor inclusion, especially for those who have not had access to prior training. In this context, SENA Risaralda has implemented strategies to develop technical, technological and occupational skills adapted to the characteristics of local communities, in coordination with entities such as the Ministry of the Interior, CARDER and the Government of Risaralda. One of the most outstanding initiatives is the creation of the first Ethnic SENA in the country, projected for the township of Santa Cecilia in Pueblo Rico, with the aim of serving ethnic groups that face high levels of multidimensional poverty. The results of the analysis reveal that this territorial and differential approach represents a key opportunity to transform the social and cultural conditions of ethnic communities, promoting the full exercise of their rights and their integral development. However, significant challenges remain, such as the need to overcome structural barriers in access to education, strengthen the link between training and employment, and ensure the sustainability of programs through inclusive policies and community participation. It is concluded that contextualized technical education can be a powerful tool for social change, and it is recommended to expand the coverage of inclusive programs, consolidate inter-institutional alliances and establish monitoring mechanisms that ensure a positive impact on the most vulnerable territories.
