Analysis of Dynamic Business Capabilities for the Construction of a Regenerative Tourism Strategic Management Model to Strengthen the Competitiveness of Small Businesses in Facatativá
The productive development of the municipality of Facatativá involves tourism as a pivotal axis for the growth and sustainability of small businesses. Although various actions have been formulated within local development plans toward this goal, they have failed to consolidate due to factors such as limited municipal brand recognition, scarce innovation, a survival-oriented business focus, and restricted differential value, all of which have impacted the municipality’s competitiveness.
The aforementioned situation demands the involvement of a Ǫuadruple Helix alliance between the State (Municipal Mayor’s Office), the educational sector (UNAD), the bu-siness sector, and the community. The objective is to develop strategies that achieve permanent and committed engagement. To this end, this document proposes essen-tial elements to build a Strategic Management Model that leverages Regenerative Tourism as an alternative to strengthen the competitiveness of local small businesses.
Furthermore, key aspects of a diagnosis applied to small businesses will be synthesized regarding their productive and development strategies. This will include a summary of their characterization concerning economic sector, business size, and competitive approach, in order to determine an initial state relevant to the formulation of the strategic model.
Considering these inputs, an analysis of the current situation will be conducted throu-gh the lens of David Teece’s Dynamic Capabilities Theory. This framework is particularly valuable as it recognizes environmental needs by incorporating SDGs and global trends into the Sensing phase (detecting problems and needs), the Seizing phase (le-veraging resources), and the Reconfiguring phase (realigning actions and processes). The ultimate goal is to generate competitive advantages for small businesses, thereby enhancing their overall competitiveness.
