This article examines how the integration of territorial governance, community participation and health education can transform the response to health crises, taking as an example the experience of Medellin during COVID-19. It analyzes the essential components of the model, its implementation and the results obtained, as well as the lessons learned for replicating these strategies in other contexts. The study highlights the importance of inter-institutional coordination, decentralized management and effective communication to strengthen the resilience of health systems(1-26).
