CONTRIBUTIONS OF THE TERRITORIAL DEVELOPMENT PROGRAM - PDET TO THE ENVIRONMENTAL SUSTAINABILITY OF THE MUNICIPALITY OF FLORENCIA CAQUETÁ

Contextualization: The implementation of the 2030 Agenda for Sustainable Development developed by the UN aims to achieve balanced development in the economic, social, and environmental dimensions in all territories of the world. In Colombia, this agenda is linked to the Development Programs with a Territorial Focus (PDET), which are designed to transform the rural areas most affected by the conflict. According to the United Nations Development Programme (UNDP, 2020), the Caquetá department faces institutional challenges to address social inequalities and environmental degradation. In particular, according to the General Technical Assistance Plan (PGAT, 2018), the municipality of Florencia shows fragmentation of ecosystems, decrease in biodiversity, and reduction and contamination of water sources.

Knowledge gap: The aim is to fill the knowledge gap related to the effective integration of environmental sustainability in the implementation of public policies in the municipality of Florencia.

Purpose: To raise awareness about the relevance of incorporating comprehensive strategies for the conservation of water resources into the environmental policies of the municipality of Florencia, determining how the PDET have influenced the protection of rivers and streams in the rural areas of the municipality of Florencia Caquetá.

Methodology: A qualitative methodology with a hermeneutic approach was employed; collecting and analyzing updated and relevant information from government reports, among other documents containing information on the implementation of the PDET in the Caguán River Basin and Piedemonte Caqueteño sub-region during the years 2019 to 2023.

Results and conclusions: The results presented here contribute to generating an analysis of the trends and argumentative positions regarding the impact of public policies on the Florencian rurality, as the PDET does not contemplate effective solutions for the problems of the degradation of water sources. During the period 2019-2023, limitations in sustainable environmental development are evident, as water quality in rural areas remains a problem with unidentified health risks; likewise, it was identified that there are no planned and executed strategies to reduce the discharge of pollutants into rivers and streams.
