Project Impact Monitoring and Evaluation Model, Transforming the Project Culture at UNAD
Managing institutional projects in highly complex environments shaped by social transformation requires mechanisms for comprehensive measurement of the results, impacts, and value generated by project implementation. In this context, a Project Impact Monitoring and Evaluation Model (M2EI) is proposed to strengthen monitoring, evaluation, and decision-making processes at Universidad Nacional Abierta y a Distancia (UNAD). The proposal responds to the need for tools that enable both quantitative and qualitative demonstration of the social, economic, cultural, and academic impacts generated by projects across various institutional units.
The model is structured around five stages—characterization, needs assessment, performance, validation of evidence and impact measurement, and systematization—integrated under a continuous improvement approach based on the PDCA cycle. It also incorporates project management methodologies, stakeholder analysis, risk management, indicator sets, and monitoring strategies (ex-ante, ongoing, and ex post) aimed at strengthening the sustainability and effectiveness of institutional projects and transforming the institutional project culture.
Experience demonstrates that implementing the M2EI optimizes resources, standardizes processes, strengthens institutional transparency, and consolidates innovation and social outreach initiatives. Moreover, the model fosters a results-oriented organizational culture, facilitating impact assessment and knowledge transfer in alignment with UNAD’s strategic objectives and the dynamics of social transformation it promotes.
